About

I am a water resources engineer, researcher and policy professional with experience spanning water policy, engineering consulting, infrastructure, modelling, research and university teaching.

My work has covered both surface water and groundwater systems, from hydrologic and hydrogeologic analysis, groundwater development and monitoring, to irrigation systems, water conveyance infrastructure, basin scale analysis and water allocation.

More recently, my work has focused heavily on water policy and regulation, including water availability, allocation, licensing, transfers, temporary diversion licences, measurement and reporting, alternative water sources, irrigation expansion and emerging demands such as data centres. I am particularly interested in using modelling, data and systems thinking to make complex water decisions easier to understand.

I have worked across government, academia and consulting in Canada and internationally, and have led multidisciplinary teams involving engineers, hydrologists, hydrogeologists, GIS specialists, field technicians and policy professionals. I have also taught and supervised students in hydrology, water resources engineering, integrated water resources management, fluid mechanics and environmental modelling.

What I work across

A career built across policy, engineering, research, consulting and teaching, with water as the common thread.

Water policy & regulation

Water allocation and licensing, legislative and regulatory analysis, transfers, temporary diversion licences, measurement and reporting, alternative water sources, regulatory implementation, stakeholder engagement and executive decision support.

Surface water & hydrology

Watershed hydrology, flood analysis, hydroclimatic modelling, water availability, river basin analysis, wetland storage, climate impacts, water balance modelling and water demand assessment.

Groundwater & hydrogeology

Groundwater assessment, aquifer development, groundwater modelling, monitoring networks, hydrogeological mapping, salinity and contaminant transport, wellfield analysis, brine disposal and groundwater management.

Water infrastructure & irrigation

Irrigation systems, canals, drainage networks, pipelines, culverts, siphons, pump stations, dams, spillways and conveyance infrastructure, including design review, inspection, rehabilitation planning and consultant management.

Modelling & decision support

System dynamics, watershed and groundwater models, hydraulic models, scenario analysis, integrated water management modelling, decision support systems and uncertainty based analysis.

Data & analytical tools

Consulting & project leadership

Multidisciplinary project leadership, engineering consulting, technical review, procurement, contract management, field programs, monitoring programs, client coordination, QA/QC and technical reporting.

Stakeholder & executive communication

Workshops, engagement, policy advice, executive briefings, technical presentations, cross government coordination and translating complex technical evidence into practical decisions.

Emerging water challenges

Data centre water use, industrial water demand, water efficiency, wastewater reuse, alternative water supplies, cumulative water pressures and long term water availability.

Background

My experience spans government, academia, engineering consulting and applied water resources work. Along the way I have worked with organizations ranging from public agencies and universities to major engineering consultancies and specialist water firms.

Approach

Comparative evidence is most useful when context stays attached to it. The goal is not simply to show what others are doing, but to make the assumptions, thresholds and differences behind those choices easier to see.

Why I build tools

Many water and policy questions become easier to discuss once the underlying numbers, trade offs and assumptions are visible. The tools on this site are meant to make that context easier to explore.
